Having ascertained on Monday that Gupta had landed

at Yokohama and had not re-embarked as had been supposed

I have pressed Japanese Govt. to agree to deport him

on the strength of reports telegraphed me from San

Francisco that he had been in close touch with the

German Consul there from whom he had received money

and seditious literature.

Police have him under observation pending decision

of Government,
